What is 10DLC?


10DLC refers to a new U.S. cellular system that allows businesses to send Application-to-Person (A2P) type messaging via standard 10-digit long code (10DLC) phone numbers. Carriers in the U.S. consider all communications sent through the iCIMS Text Engagement product to be A2P. Carriers’ A2P 10DLC offerings provide better delivery quality and reduced filtering compared to existing long codes, and allow customers to retain their phone numbers.

iCIMS partners with Vonage and Twilio, as those organizations provide the phone numbers and messaging APIs for use with the iCIMS Text Engagement product. In order to register, iCIMS subscribers with an active iCIMS Text Engagement subscription will need to register via a web form linked within the iCIMS Text Engagement manager or admin user experience.


What do I need to do?


If your business sends text messages (SMS or MMS) to recipients in the U.S., registration is required for the new system.
 

What information is required for registration?


Information about your business (brand), points of contact and use case (campaign) are required to register. The complete list of information required is as follows:

  • Legal Business Name
  • Physical Address (Street, City, State/Province/Region, Postal Code, Country)
  • Business Type (Sole Proprietorship/Partnership/Corporation /Co-Operative/LLC/Non-Profit)
  • Company Status (Private/Public)
    • Stock Ticker & Exchange (if Public)
  • Business Registration Number & Type (EIN for US-based companies, other business identifier for non-US companies)
  • Industry
  • Website
  • Regions of Operations
  • Points of contact (Authorized representatives with the following info):*
    • Name
    • Email
    • Title
    • Phone Number
    • Job Position (Director/VP/GM/General Counsel/CEO/CFO)
  • Campaign Type
  • Campaign Description
  • Sample Campaign Message
  • Description of Opt-In/Consent Process
 

What does the form mean by “brand” and “campaign”?


10DLC uses some specific terms, including:
  • Brand: This is the term 10DLC uses for your company’s name. Your company will have a single brand on file with the Campaign Registry.
  • Campaign: This is the term 10DLC uses to describe the type of messages your company will be sending candidates via SMS.
The 10DLC registration form includes four campaign type options:
  • Account Notifications: The campaign type for customers solely using iCIMS Text Engagement to inform applicants of their status.
  • Customer Care: The campaign type for customers solely using iCIMS Text Engagement to provide applicants support regarding how to complete next steps or contact their recruiter, what other jobs they could apply for, etc.
  • Low Volume Mixed: The campaign type for small business customers using iCIMS Text Engagement for a combination of account notifications and customer care.
  • Mixed: The campaign type for enterprise business customers using iCIMS Text Engagement for a combination of account notifications and customer care.
Note: iCIMS Text Engagement also uses the term campaign to describe text messages sent to multiple candidates simultaneously; the 10DLC campaign meaning discussed here is broader.
 

What do I put for Campaign Description, Sample Message 1, and the Opt-In Process?


Campaign Description: You should enter a 1-2 sentence description of your Text Engagement use case(s) in the Campaign Description field.

Example: Our brand uses SMS to inform job candidates of their application status and to schedule interviews.

Sample Message 1: You should enter a sample SMS message that you would send to a candidate in the Sample Message 1 field.

Example: Hi {name}, this is Joe, a recruiter from Acme, Inc. Thank you for your interest in our company! Are you available for an interview tomorrow?

Opt-In Process: Please provide detailed steps on how a candidate or employee opts-in to receive text messages from your organization.  These steps need to be verifiable by a third party reviewer. If your opt-in process is behind a login, please host a screenshot on a publicly accessible website like OneDrive or Google Drive and provide the URL in your opt-in description below.

Examples:
  • "A candidate visits our career site at <insert URL>. They create a log in and fill out an application for an open position.  Our job application contains a question which asks the candidate if they opt in to receive text messages from our organization.  Here is a link where a screenshot of the application question can be found: <insert URL>."
  • "An in-store visitor completes a physical job application that collects their phone number and their consent to receive text messages from our organization. Here is a link where a screenshot of the application question can be found: <insert URL>."
  • "Candidates initiate messaging by texting our keyword <insert keyword> to short code <insert short code>, and we only contact candidates who have messaged us first. Here is an example of our short code advertisement and how candidates opt in: <URL>."
    • Note: Short code advertisements must include the following:
      • A call to action (e.g., “to learn more about job opportunities in your area, text…”).
      • The phrases "message frequency will vary," "message and data rates may apply," and "powered by TextApply."
      • Help/stop instructions (e.g., "Reply HELP for help or STOP to cancel").
      • Links to your organization's mobile terms of service and privacy statement.
         
 

How do I register?


These new regulations require your organization to register or risk disruption to your iCIMS Text Engagement services. Please register via the 10DLC registration form within the iCIMS Text Engagement web experience here. Once logged in, simply click the drop-down menu beside your log-in name at the top right of the screen and select 10DLC Registration (screenshot below). If you have any issues accessing this form, please contact iCIMS Technical Support.

What if business information changes after the registration has been submitted?


The registration form is available to the admin and manager personas via the iCIMS Text Engagement web application. Information can be updated at any time. Your organization is responsible for updating your registration to reflect any changes as necessary. Once an update to the registration form is submitted, iCIMS will update the vendor registration (Twilio or Vonage) accordingly.
 

Am I authorized to register my company’s brand for 10DLC?


There is currently no direct guidance from carriers as to who in your organization should register for 10DLC. We recommend you discuss these requirements with the person/persons at your company who handle regulatory matters.
 

What happens to the information I submit?


Your registration details will be provided to Vonage and/or Twilio via secure APIs. Vonage and/or Twilio will subsequently register your brand with the Campaign Registry. See data security references below:
 


What is the Campaign Registry?


The Campaign Registry is a central hub for Application-to-Person 10 Digit Long Code (10DLC) messaging campaigns. The Campaign Registry also acts as a reputation authority for business messaging on 10DLC. Cellular carriers in the U.S. partner with the Campaign Registry to establish common standards for A2P 10DLC messaging.
 

What product experiences will be impacted?


Once registered, many customers will experience an increase in throughput (number of messages sending in a fixed period) and reduced message filtering. If you are not registered by March 1st, you may experience heavier message filtering, and unregistered message traffic may be blocked.
 

Other areas of my business use SMS; am I registering for those areas?


No. The registration for the use case with iCIMS will be treated as a separate campaign use case. It is likely that other areas of your business will be required to register through their SMS provider as well. The Campaign Registry will handle the organization of campaigns and de-duplication of brands.
 

Short Code Availability

Short codes are provided by telecommunications providers and their use is subject to federal and international regulations as well as self-regulatory requirements and restrictions imposed by the telecommunications industry.  As such, iCIMS’s ability to provide short codes to Subscribers is subject to change without incurring any liability.
